Background of the study:
Prison congestion remains a critical issue within many correctional systems, and Ibadan North Local Government Area, Oyo State, is no exception. Overcrowding in prisons not only violates human rights standards but also hampers effective rehabilitation and increases recidivism (Adewale, 2023). Multiple factors contribute to prison congestion, including ineffective judicial processes, high crime rates, and inadequate correctional infrastructure (Balogun, 2024). The consequences of such overcrowding are manifold, leading to deteriorating living conditions for inmates, heightened tensions, and increased incidences of violence within the facilities (Adewale, 2023). Furthermore, prison congestion undermines the overall credibility of the criminal justice system, eroding public trust in its capacity to manage offenders humanely and efficiently (Balogun, 2024). This study aims to critically appraise both the causes and consequences of prison congestion in Ibadan North, thereby highlighting the urgent need for reform in the area of correctional management and judicial procedures (Adewale, 2023).
Statement of the problem:
Prison congestion in Ibadan North has reached alarming levels, with overcrowded facilities negatively affecting inmate rehabilitation and overall prison management (Balogun, 2024). The persistent congestion has led to unsanitary living conditions, increased violence, and limited access to essential services for inmates (Adewale, 2023). Furthermore, the inefficiencies within the judicial system contribute to prolonged pre-trial detention, exacerbating the problem. This study seeks to investigate these issues in depth to propose actionable solutions that address both the root causes and the resulting adverse consequences of prison congestion (Balogun, 2024).
Objectives of the study:
To identify the key factors causing prison congestion in Ibadan North.
To assess the consequences of overcrowding on inmate rehabilitation and facility management.
To recommend reforms to alleviate prison congestion.

What are the primary causes of prison congestion in Ibadan North?
How does overcrowding affect the conditions and rehabilitation of inmates?
What reforms can effectively reduce prison congestion?
Research Hypotheses:
Inefficient judicial processes significantly contribute to prison congestion.
Prison overcrowding negatively impacts inmate rehabilitation.
Systematic reforms can effectively reduce the level of prison congestion.

This study is significant as it provides a comprehensive analysis of the causes and consequences of prison congestion, offering critical insights for policymakers, judicial authorities, and correctional institutions. The research aims to inform reforms that enhance the efficiency and humanity of the prison system in Ibadan North, thereby fostering a more effective criminal justice process (Adewale, 2023; Balogun, 2024).
Scope and limitations of the study:
This study is limited to appraising the causes and consequences of prison congestion in Ibadan North Local Government Area, Oyo State. It focuses solely on factors directly related to prison overcrowding and does not address broader criminal justice issues.
